Monitoring bias violence

In addition to assisting individuals and educating, In IUSTITIA also conducts research, mapping, and monitoring.

We are involved in mapping bias violence in the Czech Republic. We monitor and analyze the development of bias violence using a number of data sources, including police statistics and information provided by criminal justice authorities. Thus we obtain the most comprehensive set of information on bias violence in international comparison. Along with cases of bias violence, we also monitor and analyze the broader social dynamics known to affect the incidence of bias violence.

One of the reasons we have taken responsibility for comprehensive monitoring and analysis is that no Czech institution records or analyzes bias violence in sufficient breadth. Quality data help us discern trends in bias violence and ultimately better target assistance to victims and education for professionals. The data also bolster our lobbying for effective legislative changes benefiting the victims and our cooperation with criminal justice authorities and other institutions.

The outputs of our bias violence monitoring and analytical activities, our annual and quarterly reports on bias violence, help us respond to current trends in society.

Research and systemic changes


In IUSTITIA conducts research studies on topics related to bias violence, such as effectiveness of legislation, prevalence and character of victimization in at-risk groups, victims’ access to justice, etc. The results are published in research reports, scholarly journals, or books. We also build on them in helping the victims, educating professionals, or lobbying for legislative changes to optimize practices in the areas of bias violence and assistance to victims of crime.

As part of our effort to boost prevention and address bias violence, including by helping victims exercise their rights in criminal proceedings, we cooperate with the public administration in improving legislation and the practices of the bodies responsible. Our staff serves on advisory bodies in the public administration. For example, in a Ministry of Justice working group on Act on Victims of Crime preparations, we strived to amplify the needs of bias crime victims, including access to free legal aid. In an Agency for Social Inclusion working group on security, we contributed to proposed solutions for security in so-called socially excluded areas (ghettos). Furthermore, In IUSTITIA cooperates with international organizations, including membership of the European Network Against Racism (ENAR).
